In 1996,China International Electronic Commerce Center was officially established.

In 1997, former Minister, Wu Yi, of the Ministry of Foreign Trade and Economic Cooperation (MOFTEC) announced at the national conference of foreign economic relations and trade that CIECC was officially put into operation.

In 1997,at the meeting of the national informationalization work, the State Council officially nominated CIECC as the leading construction party of “Golden Gate Project”.

In 1997,CIECC participated in formulating “China’s Import and Export Enterprises’ Code Criterion”. On this basis, CIECC set up the import and export enterprises’ code database, made 20 types of national standards in 3 big categories of the code standard, foreign trade document format standard and electronic document report standard etc., which formed a basis of the e-commerce application standard series in the China’s “Golden Gate Project” and the administration system of trade and commerce.

In 1998, consigned by the Ministry of Commerce, CIECC constructed and maintained the official website of the Ministry of Commerce. This website has for many years successively won Top No.1 of China’s government web portals ranked by a comprehensive investigation on the development status.

In 1998, CIECC realized the first electronic bidding on textile passive quota in China. This is an important leap in transforming China’s commercial and trade pattern, former Vice Premier Li Lanqing, former State Councilor Wu Yi, former Minister of MOFTEC Shi Guangsheng and other leaders from over ten ministries went to visit on the spot the electronic bidding process.

In 1999, authorized by the State Council, the “Golden Gate Project” was listed in the key construction projects in China’s 9th Five-Year Plan.

In 2003, the tri-party of CIECC, China E-Commerce Association and the Material Evidence Identity Center of the Ministry of Public Security signed via Internet China’s first electronic signature cooperation agreement on ID validity. CIECC’s CA digital certification was used to verify the tri-party online identification in signing this agreement.

In 2004, the IDC center of CIECC of China’s key informationalization construction project was laid foundation. Mr. Bo Xilai, Minister and Secretary of the Leading Party Group of the Ministry of Commerce attended the foundation ceremony.

In 2004, CIECC took the lead to startup the construction of the Chinese enterprise credit information database.At present, over 400,000 enterprises have entered their information into this database.

In 2004, CIECC signed the strategic agreement with the E-Port Data Center of Customs General Administration. This is a practical step forward in the process of the information sharing among the different ministries.

In 2005, CIECC launched China’s first mobile e-Commerce application platform.This indicated that China had entered the era of the wireless e-Commerce application.

In 2005, CIECC hosted APEC Top Level Symposium of Paperless Trading.The conference examined and passed “ APEC Assessment and Benchmark Report of Paperless Trading” which initially formulated the assessment standard for the development of paperless trading. According to this assessment standard, APEC assessed the paperless trading development status of the 21 member economies.

In 2005, entrusted by the Ministry of Commerce, CIECC constructed China international e-Commerce training base, with the aim to implement and promote China’s international e-Commerce training programs.

In 2006, CIECC launched China International Trade e-Commerce Application platform, successfully for the first time connected the platforms of the enterprise-end and those of the government-end in China.
